In our polity, some occurrences deserve to be placed on record and in their proper context. For me, it ensures we don’t fall for the bewildering arguments that some marshal to promote divisiveness which serves their ethnic and religious agenda. It’s one reason I have this Lest-We-Forget interventions from time to time. This is important because once the diagnosis of a disease is wrong, the treatment will be wrong and the outcome is best imagined. Here, this happens often as some mix the unmixable especially where the current state of insecurity is concerned.

What I state here is in addition to what I stated in the past. The problems with our nation are clear. We know things degenerate to this point security-wise because our people who find themselves in offices serve themselves, rather than national interest. While they are in office they band together, irrespective of tribe and religion, to loot what they should utilize in the nation’s interest. But the day they are out of the place, they sit in their living rooms and accuse tribes and religion other than theirs of being the cause of all of Nigeria’s problems.

The other time, I watched a Nigerian doing some things in his community that I thought were worth celebrating. He belonged to one of the minority tribes and minority religion up North. I wanted to know more about this individual. The piece of news about him online was a court case involving billions of naira which the EFCC instituted against him when he was heading a Federal Government agency. I’m sure though that this man must have been selling stories to his community that a certain tribe or religion is responsible for all of Nigeria’s problems. There’re others as well who use our security challenges to spread hatred against people of other tribe and religion. It’s one reason I point to any event that helps prove such divisive narratives to be false. The killings that happened recently in Igangan, Oyo State are one of such.

How many times have issues been of one nature, but parties with other primordial interests give them a different interpretation? How many times do parties engage in reprisals but one side sells this as persecution of their religion and tribe? They are so effective at this dis-information that even prominent public figures and religious leaders who are driven by sentiments rather than objectivity regarding the issues involved key into the narrative. Some of them go to the streets to protest what they called a plan to annihilate members of one tribe or religion. Some say the government supports a tribe to kill members of another tribe. Yet others say the government encourages a group to kill because it wants to hand over their part of the country to members of another religion.

The public figures referred to ignore the fact that reprisal has been part of the crisis in such areas, and that it’s what has contributed significantly to the constant violent attacks. It’s with regard to the same part of the country that international think-tanks have, through careful studies, concluded that what is happening is rooted in a struggle over scarce resources, but for primordial considerations, has been given religious and ethnic coloration by some. Even the leader of the tribe and religion being hatefully accused has said he doesn’t know of any grand plan by his followers to annihilate members of the tribes and religions that make the claims. For stating his view on a national issue, some have the temerity to rudely say he should have “remained quiet.” That speaks to how even they believe in the deliberate lies they peddle about a purely security matter. People who aren’t given to sentiments and ethnic hatred know it when they hear deliberately designed falsehood, fabrications from persons who have a historically undiluted hatred for people that the religion they claim to have instructs them to win over. They’re causing division in our country, and because many Nigerians don’t want this house to be set on fire, we mustn’t keep quiet for as long as they keep spreading hatred among our peoples.

The other day, one of the governors in the North-West explained that acts of criminality were being committed by a few undesirable elements in one state in the zone. Initially all the state governors in the zone collectively confronted it. Later, some of them pulled out, believing the matter was over. The governor says his colleagues don’t realise that criminality that’s not effectively curbed in one state will resurface in other states in a more virulent form. Of course, this is what we’re seeing now. Acts of criminality perpetrated in one state which became a challenge for the government, and which some falsely claimed were a persecution of their religion and tribe have since graduated into other forms; now other states in the North-West are on the receiving end. Rather than for lie peddlers to acknowledge that their claims are false based on the criminality happening in other places in the North-West, they say “it serves them right.” Maybe, they’ve also said that act of criminality in Igangan serves the people of South-West right.

At the time kidnapping and killings perpetrated by the same criminal few blamed for the violence in the North were reported in Oyo, Ogun, Ondo, Ebonyi states, I asked on this page if residents of these states had no religion. I asked because someone needed to tell us why these people shouldn’t make the same claim since the same herders attacked them. It’s a logical question because acts of criminality that come from the gaps left by the security apparatus in one of the North-West states have been projected as the persecution of one religion or tribe.

Many reasonable people know though that the illness which the nation’s security apparatus suffers from is the reason those violent attacks have not been curbed in the places where claim of persecution is being made. This gap is the reason people of the same religion in Benue and Taraba kill one another and it hasn’t been stopped. I’m still waiting for a superior argument that will justify why actions of criminals blamed for attacks in one North-West state amount to persecution of a religion and tribe; but the same criminal activities attributed to the same group in states such as Zamfara, Kebbi, Oyo, Ogun, Ondo aren’t persecution of religion and tribe of the victims. It’s important that we debate these things now and make conclusions, so that tomorrow some won’t hoodwink anyone with the false narratives they promote in Nigeria and abroad about persecution in a conflict where all parties involved now engage in reprisals.

For we can see that as it has happened where claim of persecution is being made, the same incapacity of the security apparatus to tackle criminal elements is showing in the other places such as Igangan even long before the latest killings happened. We know that this gap in security capacity is the reason governors call for state police. They have to because they know that a combined army and police force of less than seven hundred thousand men cannot police all of North-West’s forested areas, let alone 200 million Nigerians spread across the 36 states and Abuja.

People and farmers in northern parts of Oyo State where Igangan is have been attacked by herders for years, but they never claimed religious persecution. After Igangan, those who claim persecution of their religion should give us a break. This is a security challenge and we should collectively focus on it, rather than follow diversionists. The South-west governors have said they will collectively confront criminal elements with strength in Igangan. They should go ahead; they shouldn’t let the mistakes that the North-West governors made to repeat itself in the South-West. They should bring down the state force so hard that whoever has grouses is unable to engage in reprisals in Igangan, rather they should go to the law court. We can’t continue to permit some elements to use the lapses in our security structure to pursue tribal interests as they habitually do. Such will only make us engage in wrong diagnosis, which can’t help us arrive at the right solutions in what is a serious national dilemma.

Experts who spoke to our correspondents also expressed worry over the nation’s rising debt profile.

While Ahmed put the debt-to-GDP ratio at 29 per cent, Okojo-Iweala said it had risen to 35 per cent.

Both the minister and the WTO boss spoke at the African Development Bank High Level Knowledge Event with the theme: ‘From Debt Resolution to Growth: The Road Ahead for Africa’ which held virtually on Wednesday.

Ahmed also disclosed that Nigeria planned to borrow more money to fund its infrastructure capacity.

This is in spite of voices calling on the government to halt borrowing and concentrate on other means of raising funds for the infrastructure needs of the country.

According to the Debt Management Office, Nigeria’s total public debt portfolio rose from N12.12tn in June 2015 to N33.11tn as of March 31.

Ahmed said the government was enforcing fiscal discipline to expand its fiscal space so that it could continue to service its debts and borrow more to build the nation’s infrastructure capacity.

She said, “As of Q1 2021, we have about a 29 per cent debt-to-Gross Domestic Product ratio. In terms of level of debt, we are still very healthy, and sustainable.

“We are struggling with revenues, which is what we need to pay our debts. We have put in place a number of measures to enhance domestic revenue.

“We are cutting costs, we are improving the ease of doing business, trying to leverage private sector resource capacity to invest in infrastructure to reduce government spending.

“We are working on increased transparency in public financial management; we are enforcing fiscal discipline to expand our fiscal space so that we can continue to service our debt and borrow more to build our infrastructure capacity.”

Ahmed also said that the total debt profile did not include that of some states, and that the federal government was making moves to correct that.

“In Nigeria, we’ve been making a lot of effort on a quarterly basis to disclose all the debts that we have and to also indicate what the debt service is.

“Currently, we are working on including other state-owned debts that have not been included in public debt for the purpose of transparency. It is important and will help us going forward.”

However, Ngozi Okonjo-Iweala, who also attended the AfDB’s event, differed with Ahmed on the nation’s debt-to-GDP ratio.

The WTO boss who had been Nigeria’s Minister of Finance in the past said the nation’s debt to GDP ratio had risen from 29 per cent to 35 per cent.

She said, “Middle-income African countries have also seen their debt burdens increase sharply. Amid falling prices and demand for oil worldwide, Nigeria’s debt to GDP ratio rose from 29 to 35 per cent; Algeria from 46 to 53 per cent, and Egypt from 84 to 90 per cent, Angola from 107 to 127 per cent.

“Debt to GDP ratios also increased for non-oil exporters including South Africa from 62 to 77 per cent. Morocco from 65 to 76 per cent.”

Okonjo-Iweala also said that scarce foreign exchange in certain African countries was creating scenarios where the governments were using scarce forex to fund the fund debt repayment rather than on capital investment.

“Even where debt to GDP or where debt to export ratios were not very high, tighter access to dollar financing because of the COVID-19 crisis means we are already seeing places where scarce foreign exchange is going to fund debt repayment instead of capital investment,” she added.

A professor of economics at the Olabisi Onabanjo University, Ago-Iwoye, Ogun State, Sheriffdeen Tella, described as a cause for worry the amount being spent by the government on debt servicing.

He said, “What is important is not even the debt-to-GDP ratio but the ability to pay, and we are presently in serious problem with payments.

“If they want to borrow money from internal sources, that could be understood. But if they are going international again, I think it is not proper because presently the level of international borrowing is what is giving them problem now.

“We are selling oil and making money but we are using that money to service the debts that we owe, and that is unfortunate.

“So, one cannot but be worry. So, government should think about creating wealth rather than continue borrowing. If they need money badly, they should borrow domestically.”

Prof. Akpan Ekpo told one of our correspondents that there was an urgent need for the government to be more transparent concerning the borrowing.

He said, “There is nothing bad in borrowing but you need to borrow to fund infrastructural projects that will pay their way.

“Looking at debt-to-GDP ratio can be quite misleading because we debased our GDP making the denominator very large compared to the numerator. Instead, we should use debt servicing to GDP ratio and debt to revenue ratio, which at the current rates are disturbing.”

Ekpo added, “FG needs to do more feasibility studies on these infrastructural projects before borrowing to fund them.

“Infrastructural projects like power and others have positive multiplier effects in the long run. For the debt acquisition, they also need to be more transparent on it too.”

President of the AfDB, Akinwumi Adesina, said that cumulative total debt in Africa was higher than cumulative government revenue.

According to him, in 2019, Africa’s total outstanding debt was $841.9bn, while total government annual revenue was $501bn.

Adesina said, “Africa’s GDP declined by 2.1 per cent in 2021. Growth is projected to recover to 3.4 per cent by 2021 and 2022. Africa’s cumulative GDP declined by $145bn to $190bn.

“Millions fell into extreme poverty on the continent. Thirty-nine million Africans could fall into poverty by the end of 2021.”

Adesina said debt-to-GDP ratios on the continent was expected to rise to 10 to 15 percentage points, rising from 60 per cent in 2020 to 75 per cent in 2021.

He added that as of 2021, 17 out of 38 African countries for which debt sustainability was available were in dire distress.

Twelve countries were in moderate risk of debt distress, while six were already in dire distress, and one country had low risk of debt distress, he added.

“It seems that Nigeria has become a killing field, as insecurity and terror reign from one end to the other, and there seems to be no end in sight at present. A few weeks ago, on the occasion of the sixth anniversary of this administration, given the severity of the status quo of our socio-economic and political situation, it was shocking that the government claimed that the Nigerian people never had it so good.

“It is evident that Nigeria has practically become a failed state; a country fails when it is no longer able to protect its citizens from harm and secure their welfare. A country fails when instead of reassuring its citizens by actions and policies that the future is secured, it becomes a state most people are planning to flee to other climes where their governments are truly functioning.”

Okogie added that the problems of the country had become worse under the current regime of the President, Muhammadu Buhari.

“It is true that our problems did not start under this administration, they seem to have worsened economically and politically in this past six years. Insurgency in the North-East is still ongoing and insecurity has spread nationwide in spite of the military being deployed everywhere.

“The avalanche of banditry and kidnapping that have overwhelmed parts of the North-West and North-Central cannot be described. The entire security apparatus often seems clueless or helpless. The situation in some parts of the South-East also lives more to be desired; innocent citizens are being killed, properties are being destroyed, people are no longer safe in the land. Unknown gunmen has become a favourite vocabulary in our mouths,” he said.

The Catholic Archbishop of the Lagos, Bishop Adewale Martins, lauded Okogie for being an inspiration to the younger generations.

“His Eminence has been very concerned about the situation in our country. He built on the foundation that has been there and has made it more solid during his years of governance and we hope that we can continue to build on that foundation. We thank him for the many ways he has been inspiring, encouraging and advising us,” Martins said.

Members of the House Representatives have resolved to invite the Minister of Culture and Information, Lai Mohammed in a bid to investigate the legality of the Twitter ban by the Federal Government.

The decision was reached on Tuesday during plenary.

The Speaker of the House, Femi Gbajabiamila, in his speech directed the House Committees on Justice, Commerce, and Information to investigate the process that led to the suspension of the microblogging site.

The Speaker said the House recognises that Twitter is a very important means of communication.

According to him, the social networking service has been used for both good and bad and the legislature must make sure that the policies of government are in accordance with the law and do not have adverse consequences on the people.

He directed relevant committees of the House to constitute a single committee and commence investigation into the circumstances surrounding the ban, and its legality.

The committee, however, agreed to invite the Minister of Information on the matter.

While the deliberation was ongoing, the Peoples Democratic Party (PDP) lawmakers walked out after its caucus leader, Kingsley Chinda was ruled out of order by the Speaker amid the rowdy session.

Mr. Chinda had prayed the House to urge the Federal Government to suspend the ban while the House investigation is ongoing as directed by the Speaker.

This comes after the Federal Government of Nigeria had last week announced the indefinite suspension of Twitter in the country.

The Minister of Information and Culture, Alhaji Lai Mohammed while announcing the suspension cited the persistent use of the platform for activities that are “capable of undermining Nigeria’s corporate existence.”

Following the announcement, telecom operators in Nigeria blocked the microblogging site Twitter, making users unable to have access to the website.

To this effect, some navigated the hurdle using Virtual Private Networks (VPN).

The decision of the Federal Government has led to various reactions from the envoys of the United States, the United Kingdom, and the European Union in Nigeria among others insisting that the suspension of Twitter, is a violation of the fundamental human right of freedom of expression.

Before his new role, the Yobe-born police chief was the Deputy Inspector General of Police, Force Criminal Investigation Department, Force Headquarters in Abuja.

The IGP’s appointment comes amid heightened tension in several parts of the country, particularly in the southeast region where assaults on security formations and other public facilities have become commonplace.

The minister said this at an event organised by the All Progressives Congress (APC) Professional Forum on Thursday, in Abuja, at the party’s national secretariat.

The event was organised by the forum for government appointees to give account of their stewardship in office to Nigerians.

Pantami, while speaking at the event, assured that henceforth, importation of SIM cards and other 60-70 per cent of items needed in the telecommunication sector would be produced locally.

According to him, Nigeria has the capacity to produce a minimum of 200 million SIM cards annually.

“We came up with a policy that in the next two to three years, a minimum of 60 to 70 per cent of what we need in the telecommunications sector is going to be produced locally and we have started it.

“When this administration came on board, even SIM cards were imported into Nigeria.

“But, as it is today, the Federal Government has provided an enabling environment for the private sector to produce SIM cards, not only for our consumption, but for the entire African continent.

“We have the capacity to produce a minimum of 200 million SIM cards annually and have provided an enabling environment for the private sector to start the production of smart phones.

“Today in Nigeria, we are producing smart phones,” the minister said.

Giving account of his stewardship, Pantami said strategies were being deployed by the sector, under his supervision, to support the three point agenda of the President Muhammadu Buhari-led government that include: security, anti corruption and economic development.

He added that the ministry was implementing over a dozen policies, to enable the digitalisation of Nigeria in line with global best practice.

Pantami said that as at March, 2021, the sector had successfully saved over N22.4 billion for the Federal government by executing its mandate in support of the anti-corruption drive of the Buhari administration.

He said this was achieved through the implementation of the Information Technology (IT) Projects clearance policy.

“Under this policy, over 727 institutions have complied with over 323 projects cleared in accordance with laid down guidelines,” the minister said.

Pantami cited the policy on virtual engagements for public institutions as providing the impetus to fighting corruption and reducing the cost of governance and promoting e-governance.

In the area of economic development, Pantami said that enabling policies enacted in the sector to support the digitalization of the economy had empowered it to provide and enhance digital capacities among citizens.

He noted that the National Policy on Entrepreneurship and Start-ups and the Digital Literacy and skills pillar of the National Digital Economy Policy and Strategy for a Digital Nigeria had given impetus to the acquisition of digital skills and job creation in the sector.

The minister added that under the Digital Nigeria portal, over 210,000 citizens, including women, youths and the physically challenged, had been equipped with various digital skills for economic empowerment.

He noted that the sector had established over 300 ICT Centres, fully funded by the Federal Government across all states of the federation, including the Federal Capital Territory (FCT).

On security, Pantami noted that though it was not a direct mandate of his ministry, it was a priority of government and the sectoral policies to aid security agencies in the discharge of their duties had been developed and implemented.

He cited the National Policy on SIM registration and the revised Policy on NIN/SIM linkage as a huge boost to the nation’s security.

This, he said, was especially so that it would no longer be business as usual for criminal elements who, hitherto, used stolen identities to perpetrate crime unhindered. (NAN)

Briefing the media after meeting with President Muhammadu Buhari on Thursday, Governor Bello said the position of president should not be determined by zoning but by sincerity and competence.

The Kogi governor was of the opinion that the security challenges the country faces at the moment are mostly politically engineered.

According to him, fairness, justice, and equity will play a great role in restoring lasting peace in Nigeria.

Bello who said he may contest the 2023 presidential election because Nigerians have been calling him to serve, argued that competence should be the requirement for electing the next president and not his ethnicity or religion.

“For once let’s get Nigeria fixed. We have practiced a seeming rotational presidency since 1999 to date, let us evaluate our successes or achievements from this seeming rotational presidency between then, and now.

“Why don’t we simply go for the best, after all, we copy this democracy from America and some of the developed world, how many of these countries are practicing rotational presidency? You see, we are where we are today not because we are practicing rotational presidency. If you want to go by that rotational presidency, then do perfect zoning. Go by perfect rotation. And if you go by rotation and whichever way you come from, I don’t think you should exclude where I come from. That’s number one.

“Number two, let us get a credible, sincere, patriotic Nigerian to fix it,” the governor told newsmen.

Bello said when eventually he will answer the call of Nigerians to serve the nation, his first strategy will be to be fair, just, and equitable. He added that he will ensure that all persons are included regardless of tribe and religion.

He was of the opinion that once there is a sense of justice, fairness, and equity in the land, insecurity will automatically drop to the barest minimum.

Chief Olusegun Obasanjo, Former President, has said that Nigeria which used to be known as a country “flowing with milk and honey” is now a “country flowing with bitterness and sadness,” with the rising insecurity and the decline in the economy.

Speaking, he added: “Nigeria has been destined to lead the black race, but the failure of leadership has impeded it from taking its place in the comity of developed nations.

He said this in his remarks at the presentation of a book “The Man, The General, The President” written in his honour by Otunba Femmy Carrena, in commemoration of his 84th birthday, held on March 5, at the Olusegun Obasanjo Presidential Library, Abeokuta, on Thursday.

Obasanjo noted that the future of the country is bleak if the children were not given an education which he described as the bedrock of the nation’s national development.

The former president insisted that the country had drifted from where God had positioned it to be with the many problems battling it.

“We are not where God has positioned us to be as a country. Education must be one of the main pillars of getting Nigeria to where it should be and for the over 14 million Nigerian children that are now out of school, we must find a way of getting them into school.

“We are preparing the Boko Haram of tomorrow and there is nothing that will prevent that. If we don’t do it now, then we lose the opportunity and the consequences in the future will be grave.

“Some of us might have gone, but those who will be around will bear the brunt of a problem. My own belief is that God had created races in the world and at one time or the other, he has decided that every race will be led by a particular nation in the world.”

He insisted that good governance and purposeful leadership, thereby calling on all Nigerians to join hands together towards taking the country to where God has created it to be.

“My prayer is that all of us particularly in this country and now is that we will have something to contribute to making this country to the making of what God has created it to be; a land flowing with milk and honey.

“Right now, it is a land flowing with bitterness and sadness. That is not what God wants this country to be.

“We must change the narrative. We must talk to ourselves in the civilized language. There is no where you go in this country that you will not see a genius in any section of the country.

“So, for what reason should we look down on ourselves or others except we are not human beings.”

He lamented that Nigerians are choked at home when they are given assignment but excel “fantastically well” outside the shores of the country.

“We have great Nigerians. Why do Nigerians bloom outside Nigeria? As of today, we have five Nigerians directly running international organisations and running them very well and one or two at the number two-level.

“We have Akin Adesina running the African Development Bank (AfDB), we have Benedict Oramah running the Afrexim Bank; we have Mohammed Barkindo running the OPEC; we have my sister, Ngozi Okonjo-Iweala running the WTO and we have Amina Mohammed who I think celebrated her 60th birthday yesterday or day before yesterday, who is number two in the United Nations (UN). These are things that should give hope and encouragement for the future.

“The point is that if these people are here in Nigeria if you hear of them at all, we would have shackled them and made it impossible for them to perform as they are performing outside.

“And each of these people that I have mentioned, they are doing fantastically well. We have even at the AU, Ambassador Bankole Adeoye who had just taken over as the Commissioner for Political Affairs & Peace and Security (PAPS) of the AU.

“So why are they doing well there and here, we are not doing well? Something must be wrong. We should be interrogating this. We should and then what should we do? What we should do is put the house in order and we can put our house in order.”

The book with 10 chapters of 141 pages was facilitated by Dr Taiwo Afolabi and was reviewed by Emeritus Professor Micheal Omolewa.

The author told the audience that the former president inspired him and gave him the approval to write the book over 11 years ago.
